The North Quabbin Health Collaborative was founded through an agreement between the Town of Orange, Massachusetts and the Towns of New Salem, Warwick, Wendell and Petersham, in which the Lead Municipality (Town of Orange) provides Cooperative Public Health Services.

Opioid Abatement Funds
The Town of Orange is committed to using abatement funds recovered from statewide opioid settlements to help supplement and strengthen the resources available to our community and families for substance use disorder prevention, harm reduction, treatment and recovery.
For those interested in utilizing the Opioid Abatement Settlement Funds from the Town of Orange, please submit a letter of interest to the Town of Orange Board of Health regarding use of the funds with the following information (download full instructions here)
Pursuant to M.G.L. Ch. 40 Sec. 4A the Towns have authority to enter into an Agreement for the sharing of public health services by creating a common health service program, known as the Cooperative Public Health Service (CPHS) in order to improve local public health capacity and access to trained and experienced public health professionals and to meet community and regional responsibilities. The Collaborative agreement was officially signed by all five member towns on April 11, 2022.
The regional service currently provides for its member towns:
- Covid-19 Case Investigation and Contact Tracing
- Reportable Disease Monitoring and outreach
- Public Health Educational Events
- Public Health Clinics
More services are coming in the future.
This program is entirely paid for by Regional, State and Federal Grants.
