Orange Board of Selectmen Meeting
August 1, 2007

I. CALL TO ORDER - Chairman Steven Adam called the meeting to order
at 6:00 p.m. followed by the Pledge of Allegiance. .
II. ACTION -
? Ralph C. Mahar School Athletics– Permit for 1st Annual Road
Race –
Proposed Road Race to start at Mahar Regional School, down South
Main Street, left on Gay Street, right on Pleasant, right on East
River Street, right on Prentiss Street, right on Burrill Avenue,
left on South Main Street back to Mahar. They anticipate 50-75 people
to do one loop around. There will be mile markers and a vehicle
following the last person in the race. This event will happen rain
or shine. Robert Andrews motioned to approve the application for
the 1st Annual Mahar Athletics Road Race to take place on August
4, 2007 as presented, waiving the $10.00 fee. Richard Sheridan second.
All in favor. None opposed.
? Permit for Sale of a Motor Vehicle– Request from Richard
Belsky, 258 South
Main Street, Orange for a permit to sell a 2005 Pontiac Grand Am
at his residence. Robert Andrews motioned to approve the application
for Richard Belsky, 258 South Main Street to sell a 2005 Silver
Pontiac Grand Am Sedan. Richard Sheridan second. All in favor. None
opposed.
? Letter of Resignation – Administrative Coordinator –
Robert Andrews
motioned to accept the letter of resignation from Administrative
Coordinator Carol Mayer and asked that a letter of appreciation
be sent to Ms. Mayer for all she has done. Richard Sheridan seconded.
All in favor. None opposed. Rick Kwiatkowski explained that the
advertisement for the Administrative Coordinator position will be
in the Athol Daily News and The Recorder on August 1, 2, 3 and 4th
requesting resumes to be in by August 15, 2007. They have to anticipate
that the new hire will need to give a 2 week notice and hope to
have the position filled after Labor Day in September. Mr. Andrews
mentioned that this person should be aware of the 6-month probation
period before a Memorandum of Understanding will be signed. Rick
reminded the Board that the position is an exempt position and the
MOU is a factor.
? Department of Environmental Protection Letter - Rick Kwiatkowski
wanted
the Board to take note of Page 3, Item III of DEP’s letter
dated July 23, 2007 regarding the Wastewater Flows to Wastewater
Treatment Plant, advising that the Town’s average is exceeding
allowable waste and asking the town to address present and future
projects. A Consent Agreement is suggested to get the system back
into compliance, which might include establishing a “bank”
where the Town undertakes removal of I/I and project proponents,
then “buy” some of the capacity prior to introducing
flow. The Millers Landing subdivision contractor will replace a
800-foot. line with a much better system which will help with flow.
The draft Consent Agreement will state that we are willing to come
up with a plan to improve the system and lay the groundwork for
future expansion and not tax the future system.
Steven Adam said that the letter indicates that replacement of
the pipe on East River Street will improve the I/I, but it has not
been proven yet. The Contractor still needs to do a flow meter,
so it is still up in the air. The concept is that the contractor
take out what is there and improve it. This should reduce the I/I
over time.
Rick Kwiatkowski said he would speak with Brian Harrington at DEP,
but this letter is a result of a meeting with Mike Gorski, Mark
Schleeweis, Brian Harrington, Bruce Merriam, Bob Andrews and himself.
DEP will prepare a draft Consent Agreement for the Board’s
consideration.
Motion to go into Executive Session by Robert Andrews for MGL Chapter
39, Section 23B, Reason #6 (To consider the purchase, exchange,
taking, lease, or value of real property if such discussion may
have a detrimental effect on the negotiating position of the governmental
body.)
